Delaware Coastal Zone Industrial Control Board issued a final order affirming DNREC's coastal-zone status decision for Starwood's Project Washington after an administrative appeal. The decision addresses the project's heavy-industry classification, including its generator context. It does not establish measured emissions, a current operating violation or the result of any later court case. All later judicial and revised-proposal outcomes are unknown in this review. A source check does not advance the project's physical status.
Record status: Resolved. Delaware Coastal Zone Industrial Control Board issued its April 17, 2026 final order affirming the Secretary's status decision. Resolved applies only to this administrative appeal. Later judicial appeals, revised proposals, present permit conditions and all underlying environmental concerns were not independently established.

Disposition date April 17, 2026
Concern sources checked October 18, 2026 The original order states that CZICB2026-01 was filed February 17, 2026. The March24-26 hearing and April17 signed final order are separate later events; the disposition date remains separately recorded. The first public posting of the signed order is unknown. April 17, 2026 is its dated disposition, not an invented first-publication day.
Raised or recorded by Delaware Coastal Zone Industrial Control Board.
Company statement published by an agency or court. Starwood Digital Ventures argued in the agency-published order that its project was not prohibited heavy industry and should be exempt from coastal-zone regulation. These are the appellant's stated positions; the Board affirmed the status decision. This does not supply the result of any later court review.
The same original CZICB2026-01 order explicitly describes Starwood's grounds for reversal on page2. This is an agency-published company argument in the named appeal, not an operator-original press release. First public posting is unknown.
Response publication: Not established. Response sources checked: October 18, 2026.

Public concern on the record Other
Delaware Coalition for Open Government requested disclosure of project ownership and financing, rigorous review of the business plan and caution before public infrastructure funding. The posted draft minutes record these transparency requests; they do not establish financial misconduct, insolvency, misuse of funds or a current project impact.
Record status: Unknown. The selected historical public record establishes an institutional concern episode. A current concern disposition, later response and present physical effects are not separately verified. Historical funding or lease actions do not establish that the concern itself was resolved.

Public concern on the record Air and generators · Land use and zoning
University of Delaware published its working group concerns about the proposed power plant scale, emissions and fit with the STAR Campus science mission, and its recommendation against supporting the project. The University published that assessment with its lease termination announcement. These are attributed institutional conclusions about a proposal, not Atlas measurements, a regulator violation finding or proof of physical facility closure.
Record status: Unknown. The selected historical public record establishes an institutional concern episode. A current concern disposition, later response and present physical effects are not separately verified. Historical funding or lease actions do not establish that the concern itself was resolved.

A public county news excerpt describes signing Substitute 3 to Ordinance 25-101 in March 2026, but the automated source check stopped at an unavailable robots policy. The signed current ordinance and its effective date were not established in this capture.
Earlier proposals and Substitute 2 must not be substituted for the signed version. The access result is not proof of no rule or a countywide ban. The full latest adopted text, amendments and municipal jurisdiction remain to be reviewed.

Power and water. Each figure keeps its measure, basis, date and sources. Forecasts, utility requests, generation and IT capacity are different. These figures are not added into a county total.
No separately typed power or water fact is retained for this county cohort yet. That means unknown, not zero use.
The dated record. The retained event log distinguishes announcements, scheduled dates and status-source checks. A review date is not an opening day. A target never becomes a completed event merely because time passes.
