The legislative ledgers show BL2026-1391 and BL2026-1392 passed July 21, 2026, approved July 24 and effective July 31. The moratorium in BL2026-1448 ends on November 1 or when both other ordinances take effect, whichever comes first. The recorded early-end condition was therefore met; November 1 is not an unconditional current moratorium end date.

The June executive order supports legislation and does not itself enact the moratorium. Each zoning jurisdiction and project still needs review.
