The county FAQ reports a February 24, 2026 amendment replacing by-right data-center use in the listed office, commercial and industrial districts with special-use-permit review. Its November 14, 2023 policy restricts public potable water for industrial cooling, with director-approved temporary, supplemental or emergency exceptions.
The December 2025 by-right account is superseded by the February amendment. August 2026 comprehensive-plan growth proposals are draft policy, not enacted caps. The water restriction does not establish zero total water use or a ban on all water sources.
