The Port Authority current FAQ explicitly names the AWS Wilmington campus proposal and the South US 68 project site, separately distinguishing other land petitions and their unidentified prospective end users. Agency listed proposal is limited to the named AWS account. Its August 7, 2025 annexation statement is not data center commissioning, individual site plan approval or a new jurisdiction edit. Water use, utility effects and community benefits remain attributed design estimates and explanations, not measured outcomes. A future design or service agreement is not delivered infrastructure.
