Status context. Selected original December 2025 City Manager newsletter physical page 3 explicitly identifies the Beale Project Atlas proposal. The complete original March 20, 2026 City notice supplies procedures for a scheduled April 6 public hearing. Together these support an agency listed proposal at the statement scope. A historical schedule and public comment procedures do not establish that the hearing occurred, a vote outcome, permission, current construction or computing operation. The original project page returned 404 and was not supplied by an alternate copy. Future community revenue and environmental assurances are not accomplished benefits or measured harm.
