Status context. The original Town hosted draft explicitly names a proposed STREAM data center at STAMP and describes planned computing buildings. This supports a listed proposal within the draft project description, without certifying a final legal outcome. Physical pages one and three show a draft watermark, unfilled execution fields and date placeholders. The cover also retains a November 20, 2023 Edwards Vacuum decision sentence, which is not a STREAM approval. The separate official park page describes infrastructure and a 2026 substation energization forecast, not completed STREAM computing. No draft findings or estimated technical figures are promoted as accomplished approvals, construction or operation.
