Status context. The current original City agenda index posts a March 2026 Meridian Consultants Operational Noise Study for Terra Nexus at Rockingham. Its executive summary and project description explicitly evaluate a proposed data center development. This supports a named listed proposal within the engineering planning scope, without observed construction, computing service or a verified final City vote. Operational noise in the title refers to modeled future operation. The study says its chosen FERC comparison is a benchmark even though this project is not subject to FERC jurisdiction; it is not a newly enacted City numerical noise standard.
